Today I had my 2000 Sonata GLS V6 at the dealer getting the dashboard
clock replaced under warranty. While there the dealer said there was
a California Vehicle Emissons Recall on this car.
He stated that they would be re-prorgamming the ECM. When I picked
the car up they issued me a pink slip of paper attesting that the
procedure had been performed. A footnote on the slip said to retain
this paper for my records or provide to the DMV if requested.

This is the first I have heard of this. Has anyone else encountered
    this recall?

I believe California requires the certificate to be filled out. Most
likely, the recall to which you refer pertains to a check engine lamp with
an oxygen sensor code despite the fact that there is nothing wrong with
the oxygen sensors. The recall involves reprogramming the ECM to modify
the heater control circuit for the oxygen sensors (as well as replacement
of the oxygen sensors if they are not the current part revision).
